KUALA LUMPUR, Oct 27 — Health Minister Dzulkefly Ahmad today expressed his commitment to establishing a Health Service Commission (SPK) before the end of the 15th Parliament.

Dzulkefly, however, cautioned that the new SPK wouldn’t have the power to create new positions, devise a retirement scheme, or set more competitive emoluments for health care workers, just like how other service commissions similarly lack those functions.

Such roles will remain under the Public Service Department (JPA) and the Ministry of Finance (MOF), as per the Financial Procedure Act 1957, he said.

“The SPK that we suggest should have powers subject to Article 144 of the Federal Constitution, which are to appoint, confirm, and place officers in permanent or pensionable positions, as well as to exercise disciplinary control over officers, all of which are below Article 144 of the Federal Constitution,” Dzulkefly told the Dewan Rakyat today during Question Time.
