KUALA LUMPUR, Oct 28 — Bandar Kuching MP Dr Kelvin Yii today called for additional and unique powers for a proposed Health Service Commission (SPK) via amendments to the Federal Constitution.
Health Minister Dzulkefly Ahmad announced in the Dewan Rakyat yesterday the government’s plans to establish an SPK before the end of the 15th Parliament, but said the Health Service Commission wouldn’t have the power to create new positions or set emoluments because service commissions are restricted under Article 144 of the Federal Constitution.
“Of course we support a needed constitutional amendment to give the authority and the powers to this health commission because I think fundamentally we want the health commission to have such powers to make decisions on employment, positions, and even the remuneration of health care workers itself.
