Justice Noorin Baharuddin dismissed Sani Khan Ali Khan's final appeal to quash his conviction for 22 charges under Section 16(1)(a) of the Malaysian Anti-Corruption Commission (MACC) Act.
The panel, which included Justices Radzi Abdul Hamid and Meor Hashimi Abdul Hamid, also upheld a RM239,500 fine against him.
If Sani fails to pay the fine, he must serve another year in prison.
