KUALA LUMPUR: The alleged RM2.1 billion in "overspending" on rural roads does not prove leakage or misappropriation, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said.
Zahid, who is also rural and regional development minister, said the figure was derived by comparing actual expenditure of RM6.108 billion with the original allocation of RM3.982 billion, without taking into account the revised allocation.
"However, when compared with the revised allocation, actual expenditure remained below the amount available, leaving a balance of about RM34.3 million.
"Where did the RM2.1 billion figure come from? It was derived by subtracting the original allocation of RM3.982 billion from actual expenditure of RM6.108 billion, without taking into account the revised allocation.
