Budget 2027 is reported to include permanent appointments for more than 9,000 contract doctors, an increase in the post-basic incentive from RM100 to RM200 monthly, and an increase in the Flying Doctor Service incentive from RM30 to RM100.
These measures should be treated as confirmed only if they appear in the enacted budget, official Treasury documents or formal Health Ministry circulars. The number of doctors covered, the effective dates, and the precise eligibility rules require official verification.
Even if implemented as reported, these measures would not by themselves resolve inadequate pay, delayed progression, excessive workloads or specialist attrition.
The Malaysian Medical Association (MMA) and Hartal Doktor Kontrak should obtain written clarification from the Health Minister and the Ministry of Health (MOH) before describing the contract system as “abolished”.
