KUALA LUMPUR: The Haj Preparation Plan – Seruan Istito'ah aims to strengthen financial preparedness among prospective pilgrims and ensure they meet the financial requirements to perform the pilgrimage.

Minister in the Prime Minister's Department (Religious Affairs) Dr Zulkifli Hasan said the initiative reflected the original vision behind the establishment of Lembaga Tabung Haji (TH), conceived by the late Royal Professor Ungku Aziz, which emphasised financial discipline and early planning.

"This is precisely the spirit we are upholding: instilling financial discipline and encouraging prospective haj pilgrims to plan ahead so they can gradually build up their financial capacity.

"This is in line with the aspirations behind TH's establishment, as envisioned by Ungku Aziz, and the Islamic requirement that haj is obligatory only for those who are financially capable," he said during the winding-up session on the 2027 Supply Bill in the Dewan Rakyat.
